Q: Can the retractable cable be locked in place at the desired length?

Josh, yes, you can lock in the cable at 3 different lengths by pulling on both sides of the cable--short, medium, and long. Once you reach the longest length, you pull both ends just a little bit to retract cable all the way into the spool.

Q: We ordered 2 of these. one of the apple chargers doesn’t work. do i need to return both chargers or just the defective one?

One Lightning is Data/Charge and the other is Charge only.

Q: Is this good for data and power for an iPad Mini 6th generation, or power only?

I have not used this cord for data, only power. But my experience with other similar cords is that they do not transfer data and that you will need a cord specifically manufactured by Apple for data and power.
