Q: How long are the bulbs?

The whole unit is 5 1/4 inches. The bulbs are 2 1/2, and the base with screw is 2 3/4 inches. The screw alone is 1 1/4 inches.

Q: is this product suitable for a ten gallon anole cage or is it too strong?

It would be fine as this bulb is not designed to provide heat, just the proper UV spectrum.

Q: Are these suppose to be so dim? our other brand of uvb light is brighter.

it is the appropriate brightness. I use these but because they don't perfectly fit the dome fixture flush on the top I did hang it. but yeah they are good lights I think

Q: Is this suitable for a 40 gallon tank?

I have a 30 or 40 gallon tank for my bearded dragon. This light works fine for her. You will need to use a heat/basking light in addition to this one.
